Six actions per state: intel, trade, tribute, bribe, garrison support, recruit retainer. Tribute and bribe are once per month; higher favorability unlocks better trade prices.
Decrees, edicts, and mandates
At Early Access launch, policies span four pillars: diplomacy (favorability stages, trade, tribute, bribery, garrison support, retainer recruitment), nobility (ranks 0-6 via the petition process, capped at Claiming Kingship), conscription (laborers to soldiers, weapon-locked, armor recommended), and economy (taxation, trade posts, knife-money circulation). Seven ranks (0-6). Laborers auto-haul tribute items to the Command Tent; each rank raises the 伍 attracted per month at the same morale. Capped at Claiming Kingship.
Convert laborers into soldiers — requires weapons; armor strongly recommended. The troop type is locked by the weapon used at conscription.
Taxation, trade posts, and knife-money circulation. Trade posts auto-ship surplus via transport carts (consume fuel); set local retention and minimum shipment to tune flow.
