Yes. Mandate Order is developed by a Chinese studio and set in the Spring & Autumn / Warring States period of Chinese history. The game features authentic classical Chinese aesthetics, bronze-age city-building, and era-accurate retainers from the eight philosophical schools (法/儒/墨/道/兵/纵横/农/医).
Check these points:
- Is the building still under construction? (It must finish building first.)
- Has a 伍 been assigned? (Check the Overview tab.)
- Has it reached the production cap you set?
- Are there enough work materials in range?
- Check the Production tab for the reason it's not working.
Check the morale panel:
- Is the food need met?
- Is the housing need met? (Enough tents?)
- Is fuel stockpiled for winter?
- Are wells supplying water normally?
Building requires laborers to haul materials:
- Check if there are idle laborers (only unassigned laborers do construction work).
- Check if materials are sufficient.
- Check if roads are passable.
Raise morale:
- Meet all morale needs.
- When morale is high, new 伍 join.
- Some special events also grant population.
- Population only arrives at the start of each month.
